Northern Airports Authority records good results

(VEN) - hern Airports Authority (NAA) was established pursuant to Decision 2074/QD-BGTVT dated July 9, 2007 of the Transport Minister and officially came into operation on July 1, 2008. A member of the Civil Aviation Administration of Vietnam (CAAV), NAA manages at the State level civil aviation activities at the airports in northern Vietnam, including Noi Bai, Gia Lam, Cat Bi, Dien Bien, Na San, Vinh and Dong Hoi (Gia Lam and Na San airports are currently out of use).

Airports authority: An indispensable model
The establishment of airports authorities is aimed at separating the State management function from airport service businesses. This is an indispensable trend that contributes to the implementation of the Communist Party and the State's policy to reorganize, innovate, develop and improve the operations of businesses and surmount the limitations of the Civil Aviation Law that was promulgated in 1991 and amended/supplemented in 1995. Airport authorities were established to meet the requirements for development of civil aviation activities, improve the position of the domestic civil aviation sector and increase its suitability to international practices.
During its initial period, NAA encountered lots of difficulties in implementing its tasks with its operations covering the entire northern region. NAA had made great efforts to stabilize its organizational structure, improve the management mechanism, train human resources and invest in upgrading infrastructure and equipment. Considering human resources as the key factor, NAA has paid special attention to training and applied a specific pay policy that makes its staff members feel encouraged to work with enthusiasm. Every year, NAA needs a large volume of capital to invest in maintaining the old equipment and to buy new appliances catering to its operations while State allowances are insufficient. Therefore, NAA's proposal is setting up an infrastructure investment fund for the civil aviation sector with a certain percentage of air ticket prices offered by Vietnamese airlines companies and the cost of flight management by the Vietnam Air Traffic Management Corporation.
Due to historical reasons, in most airports in northern Vietnam, there is not yet a clear demarcation between civil and military aviation. Therefore, NAA has sent to CAAV a proposal that the Ministry of Transport should discuss this matter with the Ministry of Defence in order to reach an agreement on identifying the areas of land usable for civil, military aviation purposes. Such an agreement will serve as the basis for airports to apply for a land use right certificate in accordance with existing regulations.
To properly play its role at airports, NAA has had monthly meetings with concerned State management authorities as well as airlines companies to deal on a timely basis with problems that arose during the operation process.
Since it was established, NAA has always played well its role in coordinating with concerned organizations to provide services for special aircrafts flying to/from the Noi Bai International Airport and other airports in the northern region. Since 2010, NAA has served hundreds of special aircraft flights, ensuring their absolute safety.
NAA has also implemented well its task of coordinating with concerned organizations to serve big events such as the 16th ASEAN (Association of South East Asian Nations) Summit Meeting, the ASEAN Ministerial Meeting in 2010, the 17th ASEAN Summit Meeting, and congresses of the Communist Party Committees at different levels.
It is possible to say that NAA has played well its State management role in the field of civil aviation. Along with efforts to ensure aviation security and safety, manage airport land as well as the construction, repair and improvement of aviation works, supervise the abidance by civil aviation regulations, NAA has contributed significantly to activities to ensure public security and protect the environment. NAA has maintained coordination with relevant State authorities to deal with problems arising at the airports./.
