(VEN) - So far, Ho Chi Minh City has granted business registration certificates to more than 2,500 companies with investment capital of overseas Vietnamese (Viet Kieu). Those companies with more than VND45 trillion in chartered capital have developed 132 projects with total registered capital of more than US$270 million in the form of foreign investment.
Those projects are operating effectively. The city has attracted nearly 450 overseas Vietnamese experts and intellectuals to come back home to work. Some of them have been appointed as the leaders of research institutions. The Ho Chi Minh City Committee for Overseas Vietnamese has organized many social and charity activities with participation of Viet Kieu and people throughout the country. Viet Kieu have been contributing actively to Ho Chi Minh City's socioeconomic development.
Phan Tham, the head of the Ho Chi Minh City Committee for Overseas Vietnamese, said that the number of Viet Kieu who have come back to work in the city is highest compared with that in all other localities nationwide. Many big investment projects of Viet Kieu are based in Ho Chi Minh City. The city has received large amounts of overseas remittance from Viet Kieu, an average of more than US$5 billion each year. Young Viet Kieu who were born abroad have been systematically trained and have the experience of working in multinational companies. The number of young Viet Kieu who want to come back home to work is growing. They are young, dynamic and highly qualified human resources of the country.
For the past more than six years implementing Resolution 36 regarding overseas Vietnamese, Ho Chi Minh City has helped Viet Kieu and their relatives grasp the Communist Party and the State's policies as well as the socioeconomic situation in the city and the whole country. The city has contributed to tightening the relationship between Viet Kieu and Vietnamese people who live in the home country. It has attracted a growing number of Viet Kieu to visit and invest in the home country. Since 2004, the country has welcomed more than 2.7 million Viet Kieu on occasions such as the Lunar New Year; more than 18,000 Viet Kieu from 35 countries and territories, mostly from the US, Australia, Canada and France, came directly to the Ho Chi Minh City Committee for Overseas Vietnamese to learn about the policies and laws pertaining to land and housing, nationality, repatriation and stay in Vietnam.
The Ho Chi Minh City Committee for Overseas Vietnamese has requested the municipal Communist Party Committee and People's Committee to provide guidelines for authorities in fields such as customs and aviation to create favorable conditions for Viet Kieu to repatriate, especially those who want to come back home for the first time. The committee has organized meetings with Viet Kieu, which were televised live on VTV4. It has opened websites to provide Viet Kieu with updated information about the situation in Vietnam. Ho Chi Minh City has established liaison organizations, business associations and some Viet Kieu clubs to boost the relations between Viet Kieu and people in the home country.
The Government should create favorable conditions for the Ho Chi Minh City Committee for Overseas Vietnamese to send its officials on working visits to foreign countries with large Viet Kieu communities. In addition, the regulations relating to the obligations and interests of Viet Kieu, which are given in the Laws on Land, Housing and Nationality, must be clarified./.
